Fulton Books is an author-paid publishing services company in Meadville, Pennsylvania. You pay it to edit, design, print and distribute your book, and it describes itself in its own BBB responses as âa contractual publishing services company.â It does not publish its prices; authors in public complaints report paying roughly $3,850 to $7,000.
It suits you if you have a finished manuscript, want someone else to handle production, and can treat the fee as money spent. It does not suit you if you expect a traditional publishing deal, active marketing, or a book that earns back what you paid.
In this Fulton Books review, youâll learn:
- What Fultonâs three packages include, and what authors say they paid
- How Fulton royalties and the author portal work, from Fultonâs own FAQs
- What Fulton Books reviews and complaints on the BBB, Trustpilot and ComplaintsBoard actually say
- Where Fulton genuinely beats us, and who should walk away
Here is the full assessment.
What Fulton Books Actually Is
Fulton Books â a paid publishing services company that sells editing, design, printing, distribution and marketing packages to authors who fund the cost of their own books.
Its BBB profile lists Fulton Books Inc. at 830 Park Ave, Suite 135, Meadville, with a business start date of January 2008. The same profile names Arian Frombach as President and Publisher.
Fultonâs About page calls it âa publishing house that offers a unique partnership with authors.â That partnership is a fee-for-service arrangement. You pay; Fulton produces and lists the book.
Fultonâs own FAQs use the label âhybrid publishing.â Our guide to hybrid publishers versus vanity presses explains why the label matters less than who pays and who takes the sales risk. At Fulton, you pay and you carry the risk.
Is Fulton Books a Traditional Publisher?
No, Fulton Books is not a traditional publisher. A traditional publisher pays you an advance and covers production costs. Fulton charges you for production, and its own responses to BBB complaints describe its model as âcontractual publishing services.â
Fulton does run a manuscript review. Its manuscript review FAQ says reviewers look for a âwell-organized, thoughtful, and finished manuscriptâ and usually respond within a week.
That review is not the same as a traditional acquisition. Fultonâs self-publishing FAQ answers âAm I a candidate for hybrid self-publishing?â with âIf youâve written a book, yes!â
If you want an advance and a publisher that covers costs, start with how to find a literary agent. Our comparison of self-publishing vs traditional publishing lays out the trade-offs.

How much does Fulton Books cost?
Fulton Books does not publish its prices. You get a quote after your manuscript is accepted. The figures below come from authorsâ public complaints and reviews, not from Fulton, so treat them as reported, not confirmed.
| Source | Amount the author reports |
|---|---|
| BBB complaint | $3,850 for a 10-page childrenâs book, over a two-year term |
| BBB complaint | $5,500 for a book |
| BBB complaint | Nearly $6,200 in contract costs |
| BBB complaint | A $349 monthly contractual payment |
| Trustpilot review | $4,250, $6,235 and $7,000 in three separate reviews |
| PissedConsumer review | $4,000 for editing, rebranding and publishing |
Those reports cluster between about $3,850 and $7,000, often paid in monthly installments. That range sits close to Page Publishingâs published price list of $4,085 to $8,081.
Ask for the full quote in writing, including hardcover, extra copies, illustration and correction fees. One ComplaintsBoard reviewer says hardcover and cover design options cost extra, and another says they paid fees to fix editing errors.
How Do Fulton Books Royalties Work?
Fulton Books does not publish a royalty percentage. Its royalties FAQ says print revenue is split between the author, printer, distributor and retailer, and that Fulton works with Ingram to price your book âto ensure you receive a decent royalty.â
Here is what Fulton does state about payment:
- Royalties are calculated quarterly and paid within 90 days of the end of each calendar quarter, in US dollars.
- You need a verified tax ID before Fulton can pay you.
- A payout threshold applies. The FAQ mentions royalties âwithheld during the previous calendar year due to a payment threshold,â and Fultonâs BBB responses refer to a default threshold without stating the amount.
- You cannot see who bought your book. Fulton says privacy rules prevent it from sharing buyer details.
Ask your Publication Assistant for the exact royalty per copy on each format and the threshold amount before you sign. Our explainer on how book royalties work shows what a fair rate looks like.
How many copies do you need to sell to break even?
This is our illustration, not a Fulton figure. In one public BBB response, Fulton reported $3.22 in net sales on a single hardcover sale in April 2026. Assume you earn about $3 per copy.
At that rate, a $3,850 package needs about 1,280 sales to recover the fee, and a $7,000 package needs about 2,330. Most self-published books sell far fewer copies than that.
For comparison, Amazon KDP pays 60% of list price minus printing on most paperbacks, and publishing there costs nothing. Our KDP review explains the trade-offs.
What Does the Fulton Books Contract Say?
Fulton says you keep ownership of your work. Its self-publishing FAQ states: âWith us, you retain complete ownership of your work.â We could not find a sample contract on Fultonâs site, so the terms below come from Fultonâs FAQs and its public replies to BBB complaints.
- The cancellation window is short. In a BBB reply, Fulton said cancellation is allowed within three calendar days of signing.
- Refunds shrink once work starts. Fulton has told complainants it is âunable to provide a full refund after substantial publishing services.â
- Payments come before work. Fulton says the monthly contractual payment must be current before work resumes.
- Only the written contract counts. Fultonâs replies say it does not make verbal agreements, so anything a sales rep promises must be in the document.
- Terms may be fixed-length. Some complainants describe a two-year term and dispute a renewal; ask how the term, renewal and termination work.
- Disputes may go to arbitration. Fulton has declined to discuss some complaints publicly because arbitration was pending.
Read the whole agreement before you pay anything. Our list of vanity press warning signs covers the clauses author advocates look at first.
What Fulton Books Does Well
Fulton delivers a designed, printed and listed book without asking you to learn any publishing tools. For some authors, that is the whole point.
The staff get real praise. Fultonâs testimonials and positive ComplaintsBoard reviews repeatedly name individual Publication Assistants as patient, responsive and clear. First-time authors value that.
Every package includes a full copy edit. Many paid publishers sell editing separately. Fulton lists a full copy edit in its entry tier.
Distribution is wide. Ingram handles print, so your book reaches Amazon, Barnes & Noble and independent bookstoresâ ordering systems. Ebooks go to Kindle, Apple Books and Nook.
The timeline is stated. Fultonâs publishing process FAQ says most books reach retailers in six to eight months, with a 10-month maximum.
It is BBB-accredited and answers complaints. Fulton holds an A+ rating, and the BBB lists all 28 of its recent complaints as answered or resolved.
What Fulton Books Does Not Do Well
The core problem is cost against return. Fultonâs reported fees are high, its royalty terms are not public, and most of the complaints concern money after publication.
Prices are not published. You cannot compare Fulton to other services until a consultant quotes you. Our guide to the cost to self-publish a book shows what the same services cost Ă la carte.
Royalty rates are vague. âA decent royaltyâ is not a number. Without a stated rate per format, you cannot calculate your break-even point before you sign.
Sales reporting draws repeated complaints. Several BBB complainants say reported sales were lower than their own evidence suggested. Fulton replies that its reports skip months with no sales rather than listing zeros.
The marketing is light. A press release, author webpage and a three-minute podcast rarely sell books on their own. The larger social media campaign sits only in the top tier.
Editing quality is inconsistent, by some accounts. A February 2026 ComplaintsBoard reviewer calls the editors âatrocious.â Fulton says in BBB replies that page-design fixes can be made without extra fees.
What Do Fulton Books Reviews Say?
Fulton Books reviews split by platform. The BBB grade is high, the review-site samples are small, and the complaints cluster around royalties and refunds. Checked on November 3, 2026:
| Source | What it shows |
|---|---|
| BBB | A+ rating, accredited since June 2015, 131 customer reviews |
| BBB complaints | 28 complaints in 3 years, 7 in the last 12 months; 25 answered, 3 resolved |
| Trustpilot | 2.6 TrustScore from just 4 reviews, profile unclaimed |
| ComplaintsBoard | 3.8 stars from 13 reviews and 4 complaints |
Fulton Books reviews and complaints on the BBB
Fultonâs BBB complaints center on royalties, refunds and contract terms. Of the 28 complaints, 17 were filed as service issues, 6 as order issues and 3 as billing issues. Authors dispute low sales reports, missing quarterly statements, renewals and refused refunds.
An A+ grade mostly reflects how a business responds and how long it has operated. Fulton answers nearly every complaint, usually by pointing to the signed agreement. Read the complaint text, not just the letter grade.
Fulton Books publishing reviews on Trustpilot
Fultonâs Trustpilot page is small and negative. All four reviews are one or two stars, and two were posted in October 2026. Reviewers describe little or no royalty income, no access to sales reports, and in one case a paid book that was never published.
Four reviews are too few to judge a company that has operated since 2008. Fulton has not claimed the profile or invited customers to review, so happy authors are unlikely to post there.
Fulton Books author portal reviews
The Fulton Books author portal is a file-and-task area, not a sales dashboard. Fultonâs author portal FAQ says it holds electronic copies of your bookâs work files and tasks such as your editing questionnaire. Fulton handles password resets through its support team.
Reviews of the portal are thin. One Trustpilot reviewer says Fulton asked him to pay $96 for two years of portal access and that he could not log in. Sales figures arrive on royalty statements, so ask how you will see them.
Fulton Books reviews on Reddit and forums
We found no substantial Reddit thread about Fulton Books to cite. A 2021 Writing Forums thread asked whether Fulton was reputable and noted mixed opinions. If you search Reddit yourself, check each postâs date and whether the poster actually signed.
Is Fulton Books Legit?
Yes, Fulton Books is a legitimate business, not a scam. It has operated since 2008, holds BBB accreditation, distributes through Ingram, and delivers the books most authors pay for. Its own FAQs describe the fee-based model openly.
âLegitâ and âgood valueâ are different questions. The fee is high, the royalty terms are not public, and the complaint record points to disappointment after publication. Our Page Publishing legitimacy check walks through the same question for a similar author-paid publisher.
Where Fulton Books Beats Chapter
We make Chapter, and Fulton does several things Chapter does not do at all. If these are what you need, Fulton offers something Chapter cannot.
Fulton edits a finished manuscript. A full copy edit comes with every package. Chapter drafts your book; you still review and polish what it writes.
Fulton designs the cover and interior. A design team builds both, including illustrations for childrenâs books. Chapter does not produce a print-ready layout or cover.
Fulton prints and distributes your book. It assigns the ISBN and lists the book through Ingram, Kindle, Apple Books and Nook. With Chapter, you publish the finished book yourself.
Fulton produces audiobooks. Its add-on handles narrator selection, recording and upload to Audible and Apple. Chapter does not.
Fulton runs light marketing for you. Press releases, an author webpage, a video trailer and, on Launch+, a social media campaign are done for you. Chapter does none of this.
Fulton gives you a person to call. A Publication Assistant guides you through each step. That hand-holding matters if you are not comfortable with software.
If your book is finished and edited, and you only need it produced and listed, Chapter is the wrong tool.
Who Should Use Fulton Books
Fulton fits a narrow group of authors well:
- You have a finished manuscript, such as a memoir or childrenâs book, and no wish to learn KDP or IngramSpark
- You want a professionally produced book for family, a church or a local audience, and profit is not the goal
- You have read the full agreement, including the royalty rate, the payout threshold and the three-day cancellation window
Who Should Not Use Fulton Books
Walk away if any of these describe you:
- You want the book to earn money. Reported fees of $3,850 to $7,000 set a recoup bar most first books never clear.
- You think you are getting a book deal. Fulton is a paid service. A traditional publisher pays you, not the other way round.
- You need clear royalty numbers up front. Fulton does not publish its rates, and sales reporting is the most common complaint.
- You are on a tight budget. Self-publishing for free on KDP puts the same book on Amazon for nothing.

The Alternative We Built
Fulton solves the problem after the book is written. Many authors pricing out a $4,000 package are stuck one step earlier: the manuscript is not finished.
Our Pick â Chapter
Chapter is AI book writing software that takes you from an idea to a complete, structured manuscript in your voice. More than 10,000 authors have used it, and it has been featured in USA Today and the New York Times. You keep 100% of the rights, then publish wherever you choose, including free on Amazon KDP.
Best for: Authors who have not finished their manuscript, or who want to publish without a four-figure fee Pricing: $97 one time, 2 books included (fiction or nonfiction), 30-day money-back guarantee Why we built it: A publishing package is worthless without a finished book, and writing it is where most authors stall.
Chapter has honest limits. There is no free tier or trial, it does not edit, design, print or distribute your book, and you still revise what it drafts. Our Chapter review covers the details.
Chapter plus free publishing on KDP costs $97, against the thousands authors report paying Fulton. You set your own price, see your own sales dashboard and keep the full KDP royalty. Our guide on how to self-publish a book walks through each step.
If your book is still unwritten, Chapter for nonfiction and Chapter for fiction write the complete manuscript for $97 one time, with no subscription and a 30-day money-back guarantee.
